15% Tariff on Polysilicon Imports to Boost US Tech Supply Chains

In a move aimed at bolstering domestic industry, President Donald Trump has announced a 15% tariff on imported goods made with polysilicon. This material is crucial in the manufacture of semiconductors and solar panels, both vital components in modern technology. Set to take effect on December 4, the tariff is part of a broader strategy to reduce the United States’ dependency on China for this essential resource.

Polysilicon, an ultra-pure form of silicon, is a key ingredient in producing semiconductors that drive artificial intelligence systems and data centers. It is also used in the creation of solar cells and panels. At present, China leads the world in polysilicon production, posing significant challenges to U.S. manufacturers. The new tariff measures include setting minimum import prices: $21 per kilogram for polysilicon, $100 per kilogram for polysilicon ingots and wafers, $0.22 per watt for solar cells, and $0.38 per watt for solar modules and panels.

The U.S. administration has justified these tariffs as necessary to maintain and enhance the commercial viability of domestic polysilicon production. They argue that strengthening these supply chains is crucial to both the economic and national security interests of the country. Criticism from China has been swift, with officials accusing the U.S. of using national security as a pretext for protectionism and warning that such actions could disrupt bilateral trade.

The United States houses two major polysilicon production facilities, one operated by Hemlock Semiconductor in Michigan and another by Wacker Chemie in Tennessee. Alongside the tariffs, the new policy framework allows for the creation of incentives to encourage domestic investment in polysilicon and related manufacturing capabilities. This development comes as China continues to expand its export capabilities, particularly in high-tech sectors such as electronics and artificial intelligence-related products.
